Joseph Pierre, of Palm Bay, was arrested after a traumatizing incident occurred on the beach. Police were called after a lifeguard received a complaint that a man was exposing himself to a woman and her children at the public showers.
Pierre was wearing only an orange speedo which he had wide open with the shower water running down the genital area.
Witnesses say he was not just cleaning out the sand.
Joseph Pierre was brought in on a disorderly conduct charge.
